Cost Recovery Services

Thompson staff members have extensive experience assisting local and state governments apply for and administer federally funded grants, including the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program. Our consultants have assisted communities receive, distribute and retain over $2.25 billion in both disaster and non-disaster related federal assistance from agencies such as FEMA, Housing and Urban Development (HUD) and Federal Highway Administration (FHWA) throughout the United States.

FEMA Public Assistance Program

The Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program provides funding to states, local and tribal governments, and certain private nonprofit organizations to assist with response and recovery from presidentially declared disasters and emergencies. Funding is provided for emergency and permanent work related to the cost of debris removal, labor, equipment use, damaged or destroyed structures and other eligible response and recovery activities.

Eligible applicants are reimbursed by the federal government at a minimum of 75%, with the state (grantee) and local applicant (sub-grantee) responsible for a maximum of 25% local cost share. Additionally, applicants can lessen the cost of recovery by accurately capturing costs associated with grant administration, volunteer labor, and donated resources, as well as by identifying alternate projects or funding sources to best meet the financial and strategic needs of the community.

Administration of the FEMA PA program can be an overwhelming task for applicants. It should be noted that Direct Administrative Costs (DAC) associated with FEMA PA grant administration are reimbursable, as described in FEMA DAP 9525.9. FEMA Hazard Mitigation Assistance (HMA)

Because the goal of HMA is to preserve life and property, many HMA grants are funded through yearly cycles to prepare for disaster events, not necessarily as a direct result of a disaster. HMA funding is provided under the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant programs. Thompson assists clients to identify the most appropriate funding source, develop applications to secure financial resources and provides full-service program management through project completion.Thompson staff members are able to assist applicants by providing HMA services including:
